Meet the Virginia Equine Alliance
The Virginia Equine Alliance (VEA) functions as the umbrella organization for Virginia horse racing, bringing together breeders, horsemen, and racing associations to coordinate advocacy, marketing, industry development, and funding with the goal of making Virginia a stronger racing and breeding state.
It has taken a broad approach to rebuilding horse racing in the Commonwealth after the closure of Colonial Downs in 2014. Rather than focusing only on race days, it has worked to strengthen the entire ecosystem, from breeding and training to purses, facilities, and marketing.
Bringing Live Racing Back to Virginia
Since racing resumed at Colonial Downs, the number of Thoroughbred race days has grown significantly, from 15 in 2019 to 48 scheduled in 2026. Harness racing at Shenandoah Downs has also doubled, while steeplechase and point-to-point racing continue across the state thanks to support from the VEA.
The VEA has backed improvements at Shenandoah Downs and Steeplechase courses. These investments are intended to improve conditions for horsemen and encourage larger fields.
Investing in Horses and Horsemen
Revenue from wagering and off-track betting facilities is directed by state law into race purses, breeders' funds, and industry support. Higher purses make Virginia more attractive to owners, trainers, and breeders.
The Virginia Thoroughbred Association's Certified Residency Program encourages owners to keep young horses in Virginia for at least six months before racing, making them eligible for bonus awards. More than 5,000 horses have participated since 2017, bringing additional economic activity to Virginia farms and training centers.
Championing Virginia Racing
The organization markets Virginia racing, highlights careers in the equine industry, and publishes research showing the industry's contribution to the Commonwealth. According to a VEA-commissioned economic impact study, horse racing and breeding supported more than 5,000 jobs and generated over $540 million in economic impact.
As the recognized nonprofit stakeholder organization for Virginia horse racing, the VEA works with the General Assembly, the Virginia Racing Commission, and other agencies on legislation and regulations that support racing, breeding, and equine businesses.
